CBAM reporting requirements for Q3 2024 and onwards

For imports as from 1 July 2024, reporting declarants are required to report the actual embedded emissions for each CBAM good imported into the EU

Q3 2024 is the first period for which reporting of the actual embedded emissions data for CBAM becomes mandatory (deadline for reporting for Q3 2024 is 31st October 2024).

For imports of the goods in question done till 30 June 2024 the importers were allowed to use the so-called “default values” instead of the actual data. For imports after that date default values cannot be applied (except for some limited cases – e.g. complex goods, up to 20% of the total embedded emissions, considering the entire production chain).

The actual emission data should be provided by the manufacturers, which suggests good cooperation between third-country producers and the importers/declarants in Bulgaria.

If the declarant/importer is not able to receive actual emission data from the supplier - the CBAM could be seen as incorrect/incomplete, which may trigger penalties between EUR 10 and EUR 50 per tonne of unreported emissions.
